Ryugyong Hotel in North Korea, Unique and Without Window 
If Dr. Evil is a real person, he would need a real hideout, and that the real hiding place may have been the Ryugyong Hotel in Pyongyang, North Korea. This is a giant building with 105 floors, but oddly enough, none of the windows there. Somehow the actual concept of this gigantic building to the extent not provide a single window in there.
This unique building has a height of 330 meters, shaped like a pyramid with 3000 rooms. The plan there are seven restaurants, but construction was never completed.
The newspaper estimated the cost of construction of this strange hotel in those days about $ 750 million - 2% of the GDP of North Korea. It is estimated that construction was halted in 1992 due to lack of funding, the problem of electricity shortages, and famine that occurred in that country.
The building itself is already finished, but has no windows and other fixtures or fittings. Though this hotel building is sastu of 18 hotels in the world. Too bad! The Ryugyong by North Korean officials had converted into a fortress. Then, some buildings were destroyed by bombs.
Update: After 16 years, Ryugyong Hotel re-built. Of Egypt's Orascom group has recently started to repair the tower building. The company has put glass panels into the concrete shell and installed telecommunications antennas., 10% of the GDP of North Korea.
